Insurance CIO Outlook: Selection Methodology

Program Objective

The “Top Insurance Solution Providers and Industry Partners” and related recognitions by Insurance CIO Outlook are designed to identify organizations operating across the insurance technology ecosystem that demonstrate measurable business impact, operational strength and sustained market relevance.

The program evaluates technology providers and platform partners supporting enterprise IT priorities across insurers and reinsurers. Key areas include core policy administration systems, claims and underwriting platforms, data and AI-driven decision systems, cloud and digital transformation infrastructure, cybersecurity, fraud detection technologies, regulatory and compliance platforms, and API-driven integration ecosystems.

The objective is to highlight organizations enabling system efficiency, data-driven decision-making, security, scalability and modernization across insurance enterprises.

The Selection Framework

The research team, in collaboration with the Insurance CIO Outlook Editorial Board, an external panel of industry peers, analysts and subscriber-driven nominations, applies a Cross Industry Partner Value Assessment Model to identify organizations delivering value across insurance operations.

Subscriber input highlights providers that professionals trust, recommend and deploy across underwriting, claims, policy administration and risk functions.

Nominees are scored on a scale of 1 to 100 across the following four criteria:

Business Impact Across Insurance Operations (30 percent)
Assessment focuses on measurable improvements in claims processing, underwriting performance, cost management and customer outcomes.

Industry Relevance and Risk Alignment (25 percent)
Evaluation examines alignment with regulatory requirements, risk frameworks and evolving insurance models.

Execution Strength and Operational Reliability (25 percent)
Scoring considers delivery consistency, system integration, responsiveness and support across complex insurance workflows.

Market Confidence and Professional Validation (20 percent)
Strong candidates demonstrate credibility through subscriber nominations, retention, partnerships and market reputation.
